Citizens of Earth was unexpectedly removed from the 3DS eShop earlier this week due to a security flaw.

The bug was discovered to be a homebrew exploit that allowed unsigned code to run in place of the game. Nintendo promptly removed the game but are now reportedly working with developers Atlus to restore Citizens of Earth as soon as possible.

Atlus issued the following statement regarding the removal:

Due to unforeseen circumstances, we had to immediately remove Citizens of Earth from the Nintendo eShop for Nintendo 3DS. Both ATLUS and Nintendo are working together to get Citizens of Earth back up on the eShop. We apologize for the inconvenience to anyone affected by this, and assure you that we’re working to restore the game as quickly as possible.

Citizens of Earth was part of the recent Humble Friends of Nintendo deal, so if you were hoping to grab the 3DS version, you may have to wait a little longer (or grab it on Wii U).
