I guess I understand what Nintendo is doing with these steps. I guess it was easier to add the games to the already download section. Make sure you check out the steps at the link. People in NA you can download your Ambassador games on September 1st.

Update: The 3DS Ambassador program is now live in NA and Japan. For some reason the steps are a little different then the ones Nintendo has at this link. At the link below I have created a video that should help you walk through the steps.
